Inclusion, cohesion, equalities and empowerment

Inclusion, Cohesion, Equalities and Empowerment (ICEE) was a partnership of the Newcastle Partnership. However following recent changes to partnership arrangments, the ending of the Newcastle Partnership and the setting up of the new Wellbeing for Life Board, the ICEE group has ceased meeting. ICEEs role was to advise and assist the Newcastle Partnership  on  inclusion, cohesion, equalities and empowerment and to

  • ensure these issues had a high profile in the Partnership, that agreed strategies are implemented effectively, and that the work is effectively mainstreamed
  • promoted the engagement, development and empowerment of communities and individuals so they could make a significant contribution to achieving Sustainable Community Strategy outcomes

Membership of ICEE included two voluntary and community sector representatives along with members from five Newcastle Partnership Delivery Partnerships. The oveall responsibility for promoting and putting into practice policies and actions relating to inclusion, cohesion, equalities and empowerment amongst partner agencies now passes to the Wellbeing for Life Board.

Community Empowerment Framework

In 2009 the Newcastle Partnership agreed a Community Empowerment Framework (CEF) for the city.  The CEF sets out actions for the Newcastle Partnership was to commit to develop community empowerment and confirmed individual partners commitment to empowerment.  The CEF included 40 commitments to ensure the actions of partners contributed to the empowerment of communities in Newcastle. The CEF now appears to have been taken over by Newcastle City Council's Let talk initiative.
